Faculty Appointments: The School of Public Affairs and Administration (SPAA) is pleased to announce the appointments of: Frank J. Thompson, Gregg G. Van Ryzin, Sanjay K. Pandey, Madinah F. New online magazine! The School of Public Affairs and Administration has developed a new online magazine entitled Civic Engagement: Public Service, Personal Responsibility. This publication features articles about individuals and organizations in service to the public. It is a great resource for public servants and university students and faculty studying public service, public administration, and related fields. Be sure to read the magazine located under the publications tab of the SPAA website, http://spaa.newark.rutgers.edu

New Building, Opening Reception! Come see SPAA’s new home! The School of Public Affairs and Administration has moved to a new building, the Center for Urban and Public Service (formerly the MEC) opposite the Law School Building. The Opening Reception for SPAA will be held on Nov. 4 from 4-7 p.m. at 111 Washington Street in Newark. Please save the date! Food, entertainment, and tours of our new building! (Alumni are especially invited.) Please RSVP to Madelene Perez (spaa@newark.rutgers.edu).

Director of Development: SPAA is very proud to welcome Nicole Altneu who joined us as the Director of Development in August 2008. Prior to SPAA, Nicole was vice president in charge of development and marketing in international banking. She is returning to Rutgers University where she earned her undergraduate degree. Nicole is focusing on reconnecting alumni with the school, raising scholarship funds for the students, and supporting faculty research and program endeavors. 2010 SWPA Conference Scholarship Awards Nomination Period Now Open! ASPA's Section for Women in Public Administration (SWPA) annually awards up to three $500 scholarships to help defray the costs associated with attending the ASPA national conference. The nomination deadline for receiving completed scholarship applications is November 30, 2009!

AWARDS | HONORS

Professor Norma Riccucci recently completed her term as the President of the Public Management Research Association, 2008-2009. She also received the 2009 Herbert Simon Book Award from the public administration section of the American Political Science Association for her book, "Management Matters: Street Level Bureaucrats Making a Difference" (Georgetown University Press).

Dean Marc Holzer recently received the NASPAA/ASPA Distinguished Award from the National Association of Schools of Public Affairs and Administration and The American Society for Public Administration, “In recognition of a record of published work that has a substantial impact on thought and understanding for the profession.”

Cynthia Jewell, MPA student, will be honored by the Executive Women of New Jersey (EWNJ) with an academic scholarship. Ms. Jewell will receive her scholarship at the Graduate Merit Award Dinner being held Oct. 22, 2009 in Somerset, NJ. Ms. Jewell is the owner/operator of a non-profit organization that provides consulting services to other nonprofits. She will graduate in December 2009.

Professor Larry Miller was the recipient of the 2008 Pre-Doctoral New Scholars Award from the American Education Finance Association (AEFA). Professor Miller is a recent graduate of the Department of Public Administration at Syracuse University. The title of Dr. Miller's proposal was “Three Essays Examining the Relationship Between Public Budgeting Policies, Resource Equity, and Student Outcomes.”

Professor Quintus Jett’s 2008 publication in Organization Studies, entitled "Perceived Proximity in Virtual Work: Explaining the Paradox of Far-but-Close," received the Runner-up Best Published Paper of 2008 from the Organizational Communication & Information Systems Division of the Academy of Management (AoM). The award was announced and presented at the annual AoM meetings, held in August 2009 in Chicago.

Public Administration Citations:
A recent analysis of citation impact of peer-reviewed articles published in Public Administration Review, the premier journal of public administration scholarship, shows that SPAA faculty have made quite an impact. Of all the articles published while the current editorial team has been at the helm, six of the highly cited articles were co-authored by SPAA faculty: Holzer, Van Ryzin, and Pandey.

LECTURES | SPEAKING ENGAGEMENTS

Professor Alan Sadovnik was invited to deliver the Robert F. and Augusta Finkelstein Memorial Lecture at Aldephi University on August 14, 2009, Garden City, NY.
“The Limits and Possibilities of Urban Educational Reform: Lessons from the Inner City.” More Info

Professor Alan Shark gave the keynote address on September 9, 2009 at the Protecting America from Electromagnetic Pulse Conference in Niagara Falls, NY. His address was entitled, “EMP and Local Government Action Plans for Emergency Planning.” Professor Shark also gave the keynote address on September 15, 2009 at GovTech in Durban, South Africa. That keynote address was entitled, “Government 2.5-A Global Perspective.” In addition, Professor Shark served as an instructor for the Association of Public Safety Officials International (APOC) Leadership Symposium, in August in Las Vegas, NV.

CONFERENCES | EVENTS

5TAD Fifth Transatlantic Dialogue: SPAA Co-sponsored this conference on, “The Future of Governance in Europe and the U.S.,” from June 11-13 2009 in Washington, D.C. The conference theme addressed the emergence of new forms of governance that have become key topics in recent public administration research. More info

Professor Ariane Chebel D’ Appollonia participated in a conference organized by the American Institute for Contemporary German Studies (AICGS)/Johns Hopkins University in October, on "A Model System versus a Mediocre System? A Comparison of Muslim Immigration and Integration in the US and Germany." Appollonia’s paper was on "Muslims in the United States." She has been asked to join the Immigration Research Group of the Council for European Studies. More info

Professor Sanjay K. Pandey participated, as an incoming member, in the Board of Editors meeting of the Public Administration Review at the 2009 mid-year meeting of the American Society of Public Administration in Washington, DC.

Professor Alan Sadovnik (with T.D. Davidson), delivered a paper on “Popular Education and School Governance: Mayoral Control in Five U.S. Cities” in August 2009 at the 31st International Standing Conference on the History of Education, in Utrecht, the Netherlands.

Professor Yahong Zhang presented her research at The 10th Public Management Research Conference in Columbus, OH, from October 1st to the 3rd. Her research was entitled “Do local administrators formulate different policies than do elected officials? An empirical test in participatory budget process.” She also presented her research entitled, “Why Do City Managers Take Policy-Making Responsibilities?” at Rutgers University, Newark Campus Chancellor’s Annual Research Day on April 23, 2009.
